由外交部、教育部、贵州省人民政府主办，以“深化务实合作、共享发展成果”为主题的2019中国-东盟教育交流周于2019年7月22日至7月26日在贵阳成功举办。
Sponsored by the Ministry of Foreign Affairs, the Ministry of Education and the Guizhou Provincial People's Government, embracing the theme of "Deepening Practical Cooperation and Sharing Development Achievements", 2019 China-ASEAN Education Exchange Week was successfully held in Guiyang from July 22 to July 26, 2019.
为继续贯彻党的十九大报告精神，继续落实《关于做好新时期教育对外开放工作的若干意见》、《中医药发展战略规划纲要（2016—2030年）》、《中医药“一带一路”发展规划（2016-2020年）》等文件要求，全面提升学校国际化办学水平，打造立足贵州的民族医药国际活动项目，我校在已连续成功举办两届“中国-东盟医药及民族医药创新与发展论坛”的基础上，再次成功申报并举办了“第三届中国-东盟传统医药创新与发展论坛”。论坛的举办得到国家中医药管理局、中国中医药研究促进会青年医师分会、贵州省教育厅、贵州省中医药管理局、中国中医科学院广安门医院等部门的大力支持，被2019中国-东盟教育交流周组委会纳入交流周开幕期中国-东盟医疗健康教育合作主题系列活动之一。
In order to continue to implement the spirit of the 19th National Congress of the Communist Party of China, meet the requirements of documents such as Several Opinion on the Implementation of Education Opening Up in the New Era, Outline of Development Strategy Planning for Traditional Chinese Medicine (2016 - 2020), for comprehensively improving the international school-running level and building an international event project for ethnic medicine based in Guizhou, our school has once again successfully declared and held the "3rd China-ASEAN Innovation and Development Forum on Traditional Medicine" on the basis of successfully holding two consecutive "China-ASEAN Forum on Innovation and Development of Medicine and Ethnic Medicine". The forum was strongly supported by National Administration of Traditional Chinese Medicine, the Young Doctors Branch of the China association for research and advancement of chinese traditional medicine, Guizhou Provincial Education Department, the Guizhou Provincial Administration of Traditional Chinese Medicine, Guang'anmen Hospital of the China Academy of Chinese Medical Sciences and other departments. It was included in the theme activities of China-ASEAN Medical and Health Education Cooperation during the opening period of the Exchange Week by 2019 China-ASEAN Education Exchange Week Commisssion.
本届论坛活动由“传承中医药科普展”“中国-东盟青年高级卫生人才传统医药与临床护理项目培训班”“传统医药文化传承和人才培养研讨”“中医养生文化交流与产业发展研讨会”四个子项目共同组成，于交流周开幕期7月22日-7月24日在贵阳东盟教育交流周永久会址及花溪迎宾馆如期举行。
The activities of this forum are composed of four sub-projects: "Popular Science Exhibition on Inheriting Traditional Chinese Medicine", "Training Course on Traditional Medicine and Clinical Nursing Projects for China-ASEAN Young Senior Health Talents", "Seminar on Inheriting Traditional Medicine Culture and Talent Cultivation" and "Seminar on Cultural Exchange and Industrial Development of Traditional Chinese Medicine Health Preservation". From July 22 to July 24, the opening period of the Exchange Week, the activities were held as scheduled at the permanent venue of the Education Exchange Week in Guizhou Huaxi Gest Hotel.
项目共接待国内外嘉宾117人，其中，来自东盟、韩国及巴西的国际嘉宾48人，现将本届论坛举办情况总结如下。
The project received 117 guests from home and abroad, including 48 international guests from ASEAN, South Korea and Brazil. The holding of this forum is summarized as follows.

2019年7月22日下午14时，“第三届中国-东盟传统医药创新与发展论坛”开幕式在贵阳东盟教育交流周永久会址隆重举行。省政协副主席、农工党贵州省委主委张光奇，国家中医药局国际司司长王笑频，省教育厅党组成员、省教育工会主席王慧，省中医药局局长于浩等出席并讲话。新加坡、泰国、菲律宾、印尼、巴西等中医师公会、针灸学会等机构负责人应邀出席此次论坛，新加坡中医师公会代表、针灸学院院长梁桂贤博士、泰国中医师公会副会长叶峰先生到会并致辞，菲律宾、印尼、巴西中医师公会、针灸学会等机构负责人也应邀到会。从本届论坛起，新加坡及泰国中医师公会已成为论坛举办的长期支持单位，将全力支持和帮助我校逐步建立和拓展与东盟各国传统医药行业的联络与合作，提升贵州传统医药行业的知名度和影响力。
At 14:00 pm on July 22, 2019, the opening ceremony of the "3rd China-ASEAN Innovation and Development Forum on Traditional Medicine" was solemnly held at the permanent venue of Guiyang ASEAN Education Exchange Week. Zhang Guangqi, Vice Chairman of the Provincial Political Consultative Conference and Chairman of the Guizhou Provincial Party Committee of the Chinese Peasants and Workers Democratic Party, Wang Xiaopin, Director of the International Department of the National Administration of Traditional Chinese Medicine, Wang Hui, member of the leading party group of the Provincial Education Department and Chairman of the Provincial Education Trade Union, and Yu Hao, Director of the Provincial Administration of Traditional Chinese Medicine attended and spoke. Principals from Singapore, Thailand, Philippines, Indonesia, Brazil and other institutions such as TCM Physician Association and Acupuncture Association were invited to attend the forum. Dr. Liang Guixian, representative of the Singapore TCM Physician Association and President of the Institute of Acupuncture and Moxibustion, and Mr. Ye Feng, Vice President of the TCM Physician Association, attended the meeting and delivered speeches. Heads of the TCM Physician Associations and Moxibustion Association and other institutions in Philippine, Indonesian, Brazilian were also invited to attend the meeting. Since this forum, the Singapore and Thailand TCM Physician Associations have become the long-term support unit for the forum, fully supporting and helping our school to gradually establish and expand contacts and cooperation with the traditional medicine industry in ASEAN countries, to enhance the popularity and influence of Guizhou's traditional medicine industry.
在场百余名国内外嘉宾的共同见下，我校与菲律宾圣保罗大学、巴西针灸学院、世界中医药学会联合会签署了相关合作备忘录，学校将与各方在“中菲护理训练营”、“巴西针灸行业培训”“共建中国-法国中医药中心”等项目上深入合作。
With the witness of more than 100 guests at home and abroad, our school has signed relevant cooperation memorandums with the Saint Paul University in the Philippines, the Brazilian Institute of Acupuncture and Moxibustion, and the World Federation of Chinese Medicine Societies. The school will further cooperate with all parties on projects such as "China-Philippines Nursing Training Camp", "Brazilian Acupuncture and Moxibustion Industry Training" and "Co-construction of China-France Chinese Medicine Center".
开幕式上，中国科学院陈凯先院士、南京中医药大学徐桂华副校长、世界中医药学会联合会副秘书长陈立新教授分别以《弘扬传统医学优势，发展现代养生保健服务》《中医护理昨天今天和明天》及《世界中医药发展：现状与展望》为题作相关主旨报告。
At the opening ceremony, Chen Kaixian, Academician of the Chinese Academy of Sciences, Xu, Guihua, Vice President of Nanjing University of Traditional Chinese Medicine, and Professor Chen Lixin, Deputy Secretary General of the World Federation of Traditional Chinese Medicine Societies, made relevant keynote reports on the topics of Promoting the Advantages of Traditional Medicine and Developing Modern Health Care Services, Traditional Chinese Medicine Nursing - Yesterday, Today and Tomorrow and World Traditional Chinese Medicine Development: Current Situation and Prospect, respectively.

7月22至24日，“第三届中国-东盟传统医药创新与发展论坛”子项目：“中国-东盟青年高级卫生人才传统医药与临床护理项目培训班”，在贵阳花溪迎宾馆分会场成功举办。
From July 22 to 24, the sub-project of the "3rd China-ASEAN Innovation and Development Forum on Traditional Medicine": The "Training Course on Traditional Medicine and Clinical Nursing for China-ASEAN Young Senior Health Talents" was successfully held in the branch venue of the Guiyang Huaxi Gest Hotel.
培训班课程主要包括中医护理教育、中西医结合护理人才培养、中医护理实践、中医循经按摩与养生康复、中医护理与社区养老、循证卫生保健与健康促进等内容，中华护理杂志社社长姜小鹰教授，北京大学孙宏玉教授、贾金忠教授，福建中医药大学陈锦秀教授，中国中医科学院广安门医院护理部主任张素秋教授，上海复旦大学护理学院院长、美国护理科学院院士胡雁教授，湖南中医药大学护理学院院长罗尧岳教授；广西中医药大学原党委副书记杨连招教授；北京中医药大学护理学院院长郝玉芳教授，贵州中医药大学护理学院党委书记石国凤教授等行业专家纷纷到会，紧紧围绕的本届交流周“共享发展成果”的主题与东盟各国代表深入的交流。来自泰国、菲律宾、文莱等国家的嘉宾也分别阐述了所在地区传统医药与护理发展的现状。
The training courses mainly include traditional Chinese medicine nursing education, training of nursing talents integrated with traditional Chinese and western medicine, traditional Chinese medicine nursing practice, traditional Chinese medicine meridian massage and health preservation and rehabilitation, traditional Chinese medicine nursing and community services for the aged, evidence-based health care and health promotion, etc. Professor Jiang Xiaoying, President of Chinese Journal of Nursing, Professor Sun Hongyu and Professor Jia Jinzhong of Peking University, Professor Chen Jinxiu of Fujian University of Traditional Chinese Medicine, Professor Zhang Suqiu, Director of Nursing Department of Guang'anmen Hospital of China Academy of Chinese Medical Sciences, Professor Hu Yan, Dean of School of Nursing Fudan University in Shanghai and Academician of American Academy of Nursing, and Professor Luo Yaoyue, Dean of Nursing School of Hunan University of Traditional Chinese Medicine; Professor Yang Lianzhao, Former Deputy Secretary of the Party Committee of Guangxi University of Traditional Chinese Medicine; Professor Hao Yufang, Dean of the School of Nursing, Beijing University of Traditional Chinese Medicine, Professor Shi Guofeng, Secretary of the Party Committee of the School of Nursing, Guizhou University of Traditional Chinese Medicine, and other industry experts attended the meeting one after another to have in-depth exchanges with representatives of ASEAN countries on the theme of "Sharing Development Achievements" during the Exchange Week. Guests from Thailand, Philippines, Brunei and other countries also elaborated on the current situation of the development of traditional medicine and nursing in their regions.
项目延续了历届培训班项目的学术分享与技能展示相结合的形式，通过精彩的火龙罐、铜砭刮痧，中医护理康复养身操等现场展示，进一步展示了传统医学与现代疾病诊疗及康养的完美融合，进一步拓宽我校与东盟各国交流合作的有效通路，来自泰国、马来西亚的嘉宾相继表达了想要建立合作交流的意向。
The project continues the form of combination of academic sharing and skill demonstration in previous training courses. Through wonderful on-site displays such as fire dragon cupping, copper needle scraping, and traditional Chinese medicine nursing, rehabilitation and health care exercises, the perfect integration of traditional medicine and modern disease diagnosis and treatment and health care was further demonstrated, and the effective channels for exchanges and cooperation between our school and ASEAN countries were further broadened. Guests from Thailand and Malaysia successively expressed their intention to establish cooperation and exchange.
24日下午，贵州中医药大学校长刘兴德教授、东南亚教育部长组织项目官员Piyapa为培训班作结业致辞，并为学员一一颁发结业证书。来自新加坡、马来西亚、泰国、缅甸、文莱、韩国等国家和地区的嘉宾，以及国内嘉宾共计31人参加了此次培训班，其中，外宾19人。此次培训班的举办是为推广传统医药与临床护理知识，更好的为各国搭建传统医药与临床护理人才发展平台和人才蓄水池作出的一次重要举措，也是进一步深化“论坛”合作内容，拓展“论坛”合作深度，激发“论坛”合作实效作出的一次积极尝试，更是大力推动传统医学与临床护理的有机融合，探索将各国传统医药融入本国临床护理实践体系，竭力提升各国临床护理水平，促进各国传统医药卫生事业大力发展作出的又一次创新实践。
On the afternoon of the 24th, Professor Liu Xingde, President of Guizhou University of Traditional Chinese Medicine, and Piyapa, a project official and Southeast Asian Education Minister, delivered a final speech for the training course and issued graduation certificates to the trainees one by one. Guests from Singapore, Malaysia, Thailand, Myanmar, Brunei, South Korea and other countries and regions, as well as domestic guests, attended the training course, including 19 foreign guests. This training course was held to promote the knowledge of traditional medicine and clinical nursing. It is an important measure to better build a platform for the development of traditional medicine and clinical nursing talents and a talent pool for various countries. It is also an active effort to further deepen the cooperation content of the "Forum", expand the depth of "forum" cooperation, and stimulate the effectiveness of the "Forum" cooperation. It is another innovative practice to vigorously promote the organic integration of traditional medicine and clinical nursing, explore the integration of traditional medicine from various countries into the local clinical nursing practice systems, strive to improve the clinical nursing level of various countries, and promote the vigorous development of traditional medicine and health undertakings in various countries.
3.民族医药探头国际舞台 促进贵州传统医药人才培养国际化发展

“2019中国-东盟传统医药继承创新和人才培养研讨会” 作为“第三届中国-东盟传统医药创新与发展论坛”的子项目，得到了贵州省国内一流学科中药学建设经费资助。论坛紧扣传统医药人才培养这一主线，在中国和东盟各国传统医药在优秀文化继承和技术创新的管理、政策支持、医疗实践，以及在高层次人才培养模式、培养体系、实践教育和培养成就等方面，进行了深入交流。
As a sub-project of the "3rd China-ASEAN Innovation and Development Forum on Traditional Medicine", the "2019 China-ASEAN Seminar on Inheritance and Innovation of Traditional Medicine and Personnel Training" has received financial support for the construction of Chinese medicine, a first-class discipline in Guizhou Province. The forum closely followed the main line of training traditional medicine talents, and had in-depth exchanges in the management, policy support and medical practice of excellent cultural inheritance and technological innovation of traditional medicine in China and ASEAN countries, as well as in the training mode, training system, practical education and training achievements of high-level talents.
论坛到会嘉宾36人，其中，国内嘉宾20人，东盟嘉宾16人。中国民族医药学会副会长刘凯列教授，中国民族医药学会副会长杜江教授，北京中医药大学第三附属医院王庆普教授，成都、广西、云南等兄弟高校药学院院长、专家等到会研讨，新加坡针灸研究院院长梁桂贤先生，菲律宾中医师公会执行副会长许克宜先生，以及马来西亚、泰国、老挝等东盟学者均参与分享交流。
There were 36 guests attending the forum, including 20 domestic guests and 16 ASEAN guests. Professor Liu Kailie, Vice President of China Medical Association of Minorities, Professor Du Jiang, Vice President of the China Medical Association of Minorities, Professor Wang Qingpu of Beijing University of Traditional Chinese Medicine Third Affiliated Hospital, deans and experts of pharmacy colleges in Chengdu, Guangxi, Yunnan and other brother universities attended the meeting. Mr. Liang Guixian, Dean of Singapore Acupuncture Research Institute, Mr. Xu Keyi, Executive Vice President of Philippine TCM Physician Association, and ASEAN scholars from Malaysia, Thailand and Laos all participated in the sharing and exchange.

Tian Weiyi, Vice President of Guizhou University of Traditional Chinese Medicine delivered a speech at the meeting. It is hoped that this seminar can further explore the value potential of traditional medicine under the background of the "Belt and Road", improve the understanding of traditional medicine in various countries, enrich and expand the exchange and cooperation projects and connotations of traditional medicine between Guizhou and other countries, and let traditional medicine drive the economic development of various countries and benefit the people.
4.院士大师齐助阵 开启养生新领域

7月23日上午，全国高等院校中第一所“中医养生学院”，在“中国-东盟中医养生文化交流与产业发展研讨会”上挂牌成立，世界中医药联合会养生专业委员会会长马烈光教授、广州中医药大学原副校长孙晓生教授、印度尼西亚中医协会总主席纪国彰教授、马来西亚同善医院黄清慧副院长共同为贵州中医药大学中医养生学院揭牌。
On the morning of 23 July, The first "College of Health Preservation of Traditional Chinese Medicine" among the country's colleges and universities, was established at the " Seminar of China-ASEAN Cultural Exchange and Industrial Development of Traditional Chinese Medicine Health Preservation", Professor Ma Lieguang, Chairman of the Health Preservation Committee of the World Federation of Chinese Medicine Societies, Professor Sun Xiaosheng, former Vice President of Guangzhou University of Traditional Chinese Medicine, Professor Ji Guozhang, Chairman of Indonesia Association of Traditional Chinese Medicine, and Huang Qinghui, Vice President of Malaysia Tung Shin Hospital jointly unveiled the School of Traditional Chinese Medicine Health Preservation, Guizhou University of Traditional Chinese Medicine.

Professor Yang Zhu, Party Secretary of Guizhou University of Traditional Chinese Medicine, delivered a speech at the meeting. He also said that Guizhou has great advantages and potential in developing traditional Chinese medicine health culture and health industry. 5. 丰富传播载体 探索“弘扬”新途径

为丰富论坛活动载体，弘扬贵州民族医药文化，探索贵州传统医药“走出去”发展的新平台、新路径，贵州中医药大学第二附属医院积极参与本届交流周论坛活动。以“传承中医药科普展”的形式，从中医药历史传承图文展、中药成品展、古法制药工艺、现代制药工艺、中医药体验区五个版块，全面展示了中医药传承创新、文化引领、临床实效、产业发展的主线和任务。
In order to enrich the carrier of forum activities, carry forward Guizhou's ethnic medicine culture, and explore new platforms and new paths for the "going global" development of Guizhou's traditional medicine, the Second Affiliated Hospital of Guizhou University of Traditional Chinese Medicine actively participated in the forum activities of the Exchange Week. In the form of "Inheriting Popular Science Exhibition of Traditional Chinese Medicine", the main lines and tasks of traditional Chinese medicine inheritance and innovation, cultural guidance, clinical effectiveness and industrial development are fully displayed from five sections: picture and text exhibition of traditional Chinese medicine historical inheritance, finished product exhibition of traditional Chinese medicine, ancient pharmaceutical technology, modern pharmaceutical technology and traditional Chinese medicine experience area.
展览期间，省政协副主席、农工党贵州省委主委张光奇，国家中医药管理局国合司王笑频司长及东盟各国嘉宾到会参观，对展示活动给予充分肯定。中医康复养生操、贵州中医药大学第二附属医院院内制剂、膏方制备等项目引发东盟嘉宾极大兴趣。
During the exhibition, Zhang Guangqi, Vice Chairman of the Provincial Political Consultative Conference and Chairman of the Guizhou Provincial Party Committee of the Chinese Peasants and Workers Democratic Party, Wang Xiaopin, Director of the International Cooperation Department, National Administration of Traditional Chinese Medicine, and guests from ASEAN countries attended the meeting and fully affirmed the exhibition activities. Projects such as rehabilitation and health preserving exercises of traditional Chinese medicine, in-hospital preparations of the Second Affiliated Hospital of Guizhou University of Traditional Chinese Medicine, and preparation of herbal extracts aroused great interest from ASEAN guests.
二、亮点突出 成果丰硕

借助此次中国-东盟教育交流周平台，学校连续三年成功举办“中国-东盟传统医药创新与发展论坛”，其自身办学特色、贵州民族医药资源优势得以显现，贵州民族医药的国内外影响力和知名度不断提升；探索贵州“中医药走出去”，携手东盟同发展，助力贵州省“大扶贫”、“大生态”建设工作初显成效。
With the help of this China-ASEAN Education Exchange Week platform, the school successfully held the "China-ASEAN Innovation and Development Forum on Traditional Medicine" for three consecutive years. Its own school-running characteristics and the advantages of Guizhou's ethnic medicine resources have been revealed, and the influence and popularity of Guizhou's ethnic medicine at home and abroad have been continuously improved, to explore Guizhou's "traditional Chinese medicine going global", join hands with ASEAN for development, and help Guizhou's "major poverty alleviation" and "major ecology" construction work to gain initial results.
交流周期间，学校与菲律宾圣保罗大学签署了两校《护理训练营项目协议》，拟在进一步加强两校交流互动，大力推动传统医药文化、中医整体化护理技能在菲律宾的传播和发展，拓展出中医药文化海外传播新路径；学校与巴西针灸学院签署了两校合作备忘录及首批来华短期留学生培训协议，拟开创贵州中医药海外发展的新局面；学校与世界中医药学会联合会签署中法中医药中心共建协议，为进一步开拓贵州民族医药的海外教育基地及医疗平台打下坚实的基础。
During the Exchange Week, the school and the Saint Paul University in the Philippines signed the Nursing Training Camp Project Agreement. It is planned to further strengthen the exchange and interaction between the two schools, vigorously promote the dissemination and development of traditional medicine culture and integrated nursing skills in the Philippines, and expand a new path for overseas dissemination of traditional Chinese medicine culture. The school and the Brazilian Institute of Acupuncture and Moxibustion have signed a memorandum of cooperation and the agreement of first batch short-term foreign student training in China, which are intended to create a new situation for the overseas development of Guizhou's traditional Chinese medicine. The school and the World Federation of Chinese Medicine Societies signed an agreement on the co-construction of the China-French Chinese Medicine Center, laying a solid foundation for further developing overseas education bases and medical platforms for Guizhou's ethnic medicine.
7月25日上午，论坛项目结束后，柬埔寨教育青年体育部国务秘书图维萨索、柬埔寨教育青年体育部人力资源的司长仁坤、柬埔寨特朋克蒙韩桑林大学校长平·瓦纳若、副校长平·达拉一行四人，在学校刘兴德校长的陪同下，走访参观了学校花溪校区产学研展示厅、中医四诊实训室、药学院标本馆、种植大棚等地，并就柬埔寨开展药材资源普查、传统医药人才培养等达成合作意向。

此次论坛活动还得到了国内多家权威媒体的关注和全程报道，截止7月27日，活动通过人民网、贵州日报等多家媒体累计报道超过10余篇次。
